Senator Ozouf knows the real battle is at the October election. Unless he can pull a miracle out the hat he is gone. He is the linchpin of the old guard Establishment.  Some say he is the Jersey Machiavelli. I say he is the bright light that the establishment moths fly towards when not having a clue what button to push on every vote in the states. He is a grafter. He is the one who will stay up late at night pinging out emails securing votes on close debates.  A little chat just by the tea room - a phone call - a little promise here and there - this is how politics works and Senator Ozouf is very good at it.  I don't think he can even slip in 8th. How does he regain votes?




Next week in the States of Jersey, Senator Philip Ozouf will face a vote of no confidence which has been lodged by Deputy Geoff Southern.  This has been  signed by Deputy Tadier - Deputy Mezec and Senator Breckon. 

 THIS WILL FAIL.

The Ministers and the Constables will back Senator Ozouf. Not because they think Deputy Southern is wrong in what he is saying but simply because it's Deputy Southern and it's right next to an election. The only good thing about this vote of no confidence is that a lot of issues can get aired. Senator Ozouf will easily survive this. I know it, he knows it and the vast majority of the States know it.  When does Deputy Southern ever get propositions past? He can often win the debate but not the vote. If Deputy Southern and others make their case then the chamber should vote accordingly but lets all be honest here - it's not how the States of Jersey works.



 Senator Ozouf has been a states member for 13 years - he has risen through the ranks to become the Minister for Treasury and Resources - a position he has held  since 2008.  Has the Senator run his course? Where does he go next? If he was to get re-elected, and that is a big if, will he attempt a third term as treasury minister? Is it not time for new blood at the top of the ministerial tree? These are the questions that must be looked at. I don't believe it's possible for Senator Ozouf to become Chief Minister. Yes, the States of Jersey can produce the ridiculous on numerous occasions, but Chief Minister? That would be a step into total Narnia. 


It would be unfair to say that Senator Ozouf has cocked everything up in Jersey or to lay the blame for everything at his door however one can be rest assured that he is not far away from every big decision that has affected the populace of Jersey. His popularity was strong when he first ran for election in 1999. Being the son of a former Constable of St Saviour he had a good knowledge of the election process. This proved so when he topped the poll in 1999 with 1,618 votes. In 2002 Deputy Ozouf became a Senator, topping the poll with 14,442 votes. The slide started when he went for re-election in 2008 when he came in 5th with 8,712 votes.


He has a problem.

A lot has gone on since 2008. Can the Senator regain votes instead of shipping them? This is the big question. He has been Treasury Minister since 2008. With this big position comes the big decisions. This makes you a bigger target come election time than say a Senator Routier or a Senator Farnham. With the amount of bombs that have been going off around Senator Ozouf these past 6 years you wouldn't be surprised if there was an exclusion zone around his office in Cyril Le Marquand house. The Jersey Evening Post seem to be turning the screw on Senator Ozouf.  Has his race been run? 



 I could see Philip as a Foreign Affairs Minister if he was to re-elected . He is young, articulate, speaks fluent French and German.  All the attributes that one requires for the job. On a personal level I like talking to Philip Ozouf when the chance arises. Although we are miles apart in our beliefs I have always found him willing to engage and prove that he is right.  Senator Ozouf has done some very good things for Jersey and some not very good things - that is the minefield of politics. I believe that his conservative beliefs and the conservative nature of Jersey is going to be the death of this Island  unless some genuine consensus can be achieved. I'm not sure that this can be achieved with the current ministers. The referendum showed up their real agenda.


Senator Ozouf has voted many times and on many different issues during his political career in the States of Jersey but the ones that disgust me most are the ones concerning the CHILD ABUSE INVESTIGATION AND THE COMMITTEE OF ENQUIRY INTO DECADES LONG ABUSE IN THE JERSEY CARE SYSTEM. 


When he had the chance to stand up and be counted he went missing -  then he really did go missing as will be explained now.


When  the Committee of Enquiry proposition was debated in the States of Jersey on the 1st and 2nd of March 2011 Senator Ozouf voted against all  amendments and the main proposition. No matter what excuse he might have for doing this in my eyes there  is no excuse. For me it's like the ones who had a chance to do something when the abuse was happening and did nothing. Life gives you chance to do something right you must do accept this when the chance arrises. 


 Senator Ozouf was given a chance to redeem his previous decisions concerning the Committee of Enquiry. On the 6th March 2013 the Committee of Enquiry came back to the States of Jersey. This was for the new states members to rubber stamp it and give it the green light. This can be read here:





 What I find quite remarkable was that Senator Ozouf nor Senator Bailhace were present for the vote. They were in the States Chamber all morning as the new Police Station debate was taking place. A proposition about Child Abuse and they were absent.  Were they toasting the new Police Station Champagne? 


History has recorded the ones who have voted with a moral and social conscience  - there is no escaping that fact.

The question is, can Ozouf regain lost votes because if the answer is no then I cant see him getting re-elected. What can he do to win the publics vote? The States won't be as brave as the public.

However will they fill the gap? Bailhache just ain't got the brains.

Philip Ozouf being associated with Jon S Haworth who issues death threats and attempts to destroy vulnerable pregnant women's careers is not going to be helpful to Ozouf's election neither is Ozouf's association with Andrew (the liar) Lewis going to help him. Ozouf is toast but so is Sean Power (AKA James Le Galliais) because of his association with Jon S Haworth and the emails power stole.

Whats worrying about ozouf is his constant bending over for the finance industry as if nothing else exists in the world.With his 0/10 tax policy which is depriving the island of much needed revenue.There are about 33,000 companies registered in Jersey and not one of them pays tax.There is no company tax (or rather its zero rated if you believe such shite)and financial services pay no GST,yet poor old pensioners have to pay GST on their food and heating - as do we all.When is the last time Ozouf opened a youth club or supported local sportsmen.No,he's too busy sucking up to big business.
He is a reverse Robin Hood,robbing the poor to give to the rich.Although the council of ministers are bad his actions alone have caused more hardship and suffering.Whether its not supporting an investigation into child abuse or giving the rich a free ride to the detriment of the low and middle classes he is an embarrassment to us all

Senator Ozouf told BBC Jersey: "If middle Jersey are families, if they are people with children at school then they are going to be affected by some of these proposals.

"But they are going to be done so in a fair way and I hope some of the certainty we're going to be giving people will end some of the speculation of where their taxes will go."

This is going to be a difficult budget, I have already set out in the business plan with the Chief Minister targets of raising additional taxes in the region of £22m next year.

The treasury minister, Senator Philip Ozouf, wants to raise the Goods and Services tax (GST) to 5% and cut £65m from States spending.

He was called "Pinocchio" at the union rally for breaking a promise made in 2008 not to increase GST.

Mr Herbert told BBC News: "States members have to understand there are a lot of hospitality businesses that are struggling.

Plans to use £3m of confiscated crime proceeds to free up other money for the purchase of an island beauty spot have been branded a "misuse of funds".

Legally, the Criminal Offences Confiscation Fund (COCF) can only be used for crime reduction.
Ministers now want it to pay for a new police station so that non-ring-fenced police station funds can go towards the proposed £7.1m Plemont purchase.

Treasury Minister Philip Ozouf said the circumstances were "exceptional".

There were just 16 fewer States credit cards in circulation last year than five years ago, when the Treasury said that the number should be reduced, the JEP can reveal.

Last year 1,486 of the 7,268 public sector employees had a purchase card giving them access to public funds to pay for travel, subscriptions, fuel and office supplies.

Figures released to the JEP following a request under the Freedom of Information code show that collectively £5,019,660 was spent on the cards during 2013.

That included the largest single transaction of £10,431, which was related to travel expenses.

The States of Jersey will reject the vote of no confidence. No need for any speeches just go straight to the vote. The electorate, as you say, will have the final word. Deputy Southern might just defeat Senator Ozouf at the polls by getting re-elected.

The best bit is "13. APPENDIX 3: REPORT FROM MJO CONSULTANCY". Scrutiny's advisor Michael Oliver has clearly built up an expert knowledge of Jersey's economy over many years, and he is scathing about Team Ozouf and their excessive optimism. There are too many quotes from his report to pick, but one of the stand-out passages is:

"1.5 The publication of the 2015 Budget coincided with the resignation of the Treasurer. This author does not know of any other cases in the developed world where a Treasurer has resigned around the time a Budget has been published. This adds to serious questions about the conduct of economic policy which much be addressed going forward."
